If button board is disconnected, the problem disappears.
If button board is connected without EEPROM (U1), lights blink.

DC pinout from up to down should be:
-5V
GND
GND
+5V

First pin (-5V) it outputting around -0.2V instead.

There's a subtle clicking noise on the PSU when turned on.

Removed transformer and clicking noise disappeared.
Put it again but without soldering DC legs and it made clicking noise for a while and then stopped.
Soldered them and seems that the transformer died.

Will try to make a board that outputs +5V (1.5) and -5V (1A).
